Big news for bakers, makers, and food lovers in Texas — SB 541 has been signed into law, and it's the biggest expansion of the Cottage Food Law we’ve ever seen. Starting September 1, 2025, everything changes.
Here’s what’s coming:
✅ $150,000 sales cap: TRIPLED and now tied to inflation
✅ Wholesale allowed: for non-refrigerated cottage foods
✅ No permits or fees EVER: even for sampling!
✅ No home address on labels: register for a DSHS ID instead
✅ Clear, professional label wording
✅ EXCLUSION model: Everything is legal except a short list (meat, seafood, ice cream, raw milk, etc.)
💥 And the biggest game-changer?
You can now sell refrigerated foods like:
Cheesecakes
Cream pies
Banana pudding
Pumpkin pie
Cut fruits/veggies
Cheese
Vegetarian pasta bakes, casseroles, and even pizza & sandwiches (no meat)
You’ll just need to register with DSHS and add a safe handling label + date made, but YES, it’s happening!
