The City of Texarkana, Texas, received a HOME Investment Partnerships Program grant in October 2023 from the Texas Department of Housing and Community Affairs to build new houses for low-income homeowners. The purpose of the HOME Program is to expand the supply of decent, safe, and affordable housing for low-income households. The program provides funds to demolish substandard housing and build a new home on the same site.
To support this initiative, the Texarkana HOME Program will host a two-day event to inform interested households and assist with the completion of applications on Tuesday, October 22nd, and Wednesday, October 23rd, from 10:00 am to 3:00 pm at the Bowie County Health Center located at 902 W 12th Street, Texarkana, Texas. Each day will begin with a 30-minute information session about the program and application process. Representatives will remain on-site afterward to help applicants with their documents.
The deadline for initial applications is Friday, November 8, 2024, and all supplemental materials must be submitted by Friday, November 22, 2024.
Homeowners can participate in the HOME Program at no cost. Assistance is provided either as a five-year conditional grant or a 15-year deferred forgivable loan. If the homeowner sells their home within the designated timeframe, they are required to repay a portion of the assistance. However, once the five or 15-year period is complete, the grant or loan is fully forgiven. To qualify for the program, homeowners must live in a substandard home, reside within the city limits of Texarkana, Texas, own their home, be current on their property taxes, have clear title to their property, and have an income at or below 80% of the Bowie County median income.
Residents who cannot attend the event can pick up and submit applications and supplemental materials at Texas City Hall, located at 220 Texas Blvd, before the November deadlines. Applications can also be downloaded from kbbhomegrants.com/texarkana or requested from [email protected].
Individuals who may require special assistance, such as those with special needs, language interpretation needs, or elderly or disabled persons, should contact City Hall to request accommodations. All applications are dependent on the availability of funds.
