The hardest obstacle to obtaining licensing from Washington is that the Department of Licensing requires you to have a label (the ingredient labels on all food products) for every product you intend to sell filed with them. That means that you have to have all of the recipes and every combination of those recipes’ ingredients in place before you file. For example, if you have a recipe that calls for milk, using whole milk is one label and substituting almond milk is another label.
