NSTP

National Service Training Program (NSTP) is a program aimed at enhancing civic consciousness and defense preparedness in the youth by developing the ethics of service and patriotism while undergoing training in any of its three program components. Its various components are specially designed to enhance youths active contribution to the general welfare. NSTP was supported by the newly establ

ished Republic Act No. 9163 or the NSTP Act 2001 which was established on July 23, 2001 by the Twelfth Congress First Regular Session. Drilon, President of the Senate, and Rep. Jose De Venecia, Speaker of the House of Representatives. It was approved by President Gloria Macapagal-Arroyo on January 23, 2002. This Act was made to answer the movement to abolish ROTC and others to create reform of the program. The Act affirmed that the prime duty of the government was to serve and protect its citizens. In turn, it shall be the responsibility of all the citizens to defend the security of the State and because of this, the government may require each citizen to render personal, military or civil service. Recognizing the youth's vital role in national building, the State shall promote civic consciousness among the youth and shall develop their physical, moral, spiritual, intellectual and social well being. It shall inculcate in the youth patriotism, nationalism and advance their involvement in public and civic affairs. In pursuit of these goals, the youth, the most valuable resources of the nation, shall be motivated, trained, organized and mobilized in military training, literacy, civic welfare and other similar endeavors in the service of the nation. Three Components of the NSTP

RESERVE OFFICERS' TRAINING CORPS (ROTC) - is a program institutionalized under Sections 38 and 39 of Republic Act No. 7077 designed to provide military training to tertiary level students in order to motivate, train, organize and mobilize them for national defense preparedness. CIVIC WELFARE TRAINING SERVICE - refers to programs or activities contributory to the general welfare and betterment of the community or the enhancement of its facilities especially those devoted to improving health, education, environment, entrepreneurship, safety, recreation and morals of the citizenry. LITERACY TRAINING SERVICE (LTS) - is a program designed to train students become teachers of literacy and numeracy skills to school children, out of school youth and other segments of society in need if other services. Establishment, Coverage and Duration

Male and female students are covered of any public and private educational. They are required to complete one of the NSTP components and should be undertaken for an academic period of two semesters. In lieu of the two (2) semesters for any of the components of the NSTP, a one (1) summer program may be designed, formulated and adopted by the DND, CHED and TESDA. The ROTC under NSTP shall instill patriotism, moral virtues, respect for rights of the civilians, and adherence to the Constitutions, among others. Citizen Training shall be given emphasis in all program components. Citizen Soldier

The citizen soldiers, alternately referred to as reservists, who compose the reserve force are those reservists of the AFP who are incorporated into the Reserve Force. Graduates of the ROTC basic and advanced courses and who were issued orders as enlisted reservist or reserve officers of the AFP. The graduates will be organized into five components:

1. The Air Force Reserve Component
3. The Navy Reserve Component
4. The AFP-wide Technical Reserve Component
5. The Affiliated Reserves

The mission of the Citizen Armed Force, alternately referred to as the Reserve
Force, is to provide the base for the expansion of the Armed Forces of the Philippines in the event of war, invasion or rebellion, to assist in socioeconomic development, and to assist in the operation and maintenance of essential government or private utilities in the furtherance of overall mission. Indeed, the NSTP has its legal basis for implementation under the Philippine Constitution. It was made from the amendment of the Commonwealth Act No. 1 and the Republic Act 7077. Commonwealth Act No.1

"The defense of the state is a primary duty of the government, and in the fulfillment of this duty, a citizens may be required by law to render personal military service." Republic Act 7077

"An act providing for the development, administration, organization, training, maintenance and utilization of the citizen armed force of the Armed Forces of the Philippines and other purposes.

1912 - In the old Padre Faura Campus (now UP Manila), the University of the Philippines Military Training was born. It was made as a mandatory requirement for all male students in all departments, institutions and colleges. During the early years, the training was only within an infantry and only concentrated with the use of rifles. The organized military training of the university was under the instruction of the Philippine Constabulary (presently known as the Philippine National Police) and Captain Silvino Gallardo was given the position as the first Commandant of Cadets. Then the need for national defense became more acute and the US government authorized the Philippine National Guard (PNG) to be organized, similar to the National guards in US. The PNG then took over military form UP students from the Phil. Constabulary, supported by the Philippine Division of the US Army with Cap. Juan Villasanta as Commandant of Cadets.

1916 - Military training started in UPLB (formerly known as the University of Philippines College of Agriculture). October 10, 1917 - Probably the most memorable moment in the history of the UP cadets, students and faculty members in the Manila campus and in Los Baños, Laguna, volunteered for service in World War I. This is why, to this day, this event is being observed as "Loyalty Day" especially in Los Baños where the most colorful activities are staged. It is also the day when alumni come back to the college compound to participate in the merrymaking. For More Info: http://uplb_rotc.tripod.com/

Do you ever look at someone and wonder, “𝚆𝚑𝚊𝚝'𝚜 𝚐𝚘𝚒𝚗𝚐 𝚘𝚗 𝚒𝚗𝚜𝚒𝚍𝚎 𝚝𝚑𝚎𝚒𝚛 𝚑𝚎𝚊𝚍?”

Every journey begins with a memory. Behind every memory are stories–ones that shape us into who we are and who we can be.

Some stories are filled with moments to cherish, while others are filled with challenges that test our strength and courage. There is 𝐣𝐨𝐲 from unexpected friendships, 𝐬𝐚𝐝𝐧𝐞𝐬𝐬 from lessons that taught us to stay strong, 𝐝𝐢𝐬𝐠𝐮𝐬𝐭 from moments we would rather forget, 𝐚𝐧𝐠𝐞𝐫 from obstacles that pushed us far beyond our limitations, and 𝐟𝐞𝐚𝐫 from taking the first step into something unfamiliar.

There are moments and emotions that we wish to forget, but every emotion becomes part of the story, and every experience becomes part of something greater–a collection of memories that last. Memories built through camaraderie, leadership, service, discipline, and dedication.

The Corps of Sponsors is made of these memories. Now, it’s your turn to add your core memory to the story.

Be one of the chosen few and become part of the Corps memories in the making.

𝗡𝗔𝗧𝗜𝗢𝗡𝗔𝗟 𝗛𝗘𝗥𝗢𝗘𝗦 𝗗𝗔𝗬 🇵🇭

Heroes are remembered not only for the battles they fought, but for the values they stood for and the sacrifices they made for the Filipino people.

On National Heroes Day, as we remember those who came before us, may we also recognize the everyday heroes who continue to serve our communities in their own ways. Their courage, patriotism, and selfless service continue to remind us that love for country is shown not only through great acts, but also through the commitment to serve, protect, and uplift others.

To the heroes of yesterday, today, and tomorrow:

'𝗗𝗔 𝗣𝗔𝗟𝗔𝗞𝗣𝗔𝗞! 👏🇵🇭

The Department of Military Science and Tactics (DMST) and the UPLB Corps of Cadets extend their most sincere congratulations to 𝗟𝗧𝗖 𝗠𝗔𝗥𝗜𝗢 C 𝗠𝗘𝗡𝗗𝗢𝗭𝗔 𝗝𝗥 𝗣𝗔𝗙 for his exemplary achievement in the Philippine Air Force and the Armed Forces of the Philippines.

LTC MENDOZA made history as the first Filipino fighter pilot to qualify as a Force Commander at the recently concluded Exercise Pitch Black 2026 held in Australia. Our ace Filipino fighter pilot led a multinational strike package of approximately 40 fighter aircraft from participating air forces of other nations. The role demanded exceptional flying skills, mission planning, tactical decision-making, coordination, and leadership in one of the world’s most demanding large-force air combat exercises.

LTC MARIO MENDOZA Jr. served as Corps Commander of the Class of 2003 of the UPLB ROTC Unit before joining the Philippine Military Academy and eventually being sent to the US Air Force Academy in Colorado, USA.

Congratulations, VGD MARIO C MENDOZA JR ’03! May you continue to soar higher and lead with the Vanguard sibboleths of Duty well performed, Honor untarnished, and Country above self.

𝗨𝗣 𝗩𝗔𝗡𝗚𝗨𝗔𝗥𝗗: 𝗔 𝗟𝗘𝗚𝗔𝗖𝗬 𝗢𝗙 𝗦𝗘𝗥𝗩𝗜𝗖𝗘 🇵🇭

On 25 July 2026, the University of the Philippines Vanguard Incorporated (UPVI) opened a new chapter in its century-old history as UP President Angelo A. Jimenez inducted its Board of Directors, with Maj. Gen. Peale Jon L Bondoc, AFP (Ret.), assuming the position of National Commander. The change of command was more than a change of leadership. It was a reaffirmation of a tradition built around three words that have defined the character and purpose of the UP Vanguard for generations: Duty. Honor. Country. (Manila Bulletin, 2026)
