ইতিহাস সাক্ষী। বিশ্বের প্রায় সব শাসকদের স্বতঃস্ফূর্ত গণ আন্দোলন দমানোর সফল ৪ টি কৌশল রয়েছে__

১) ক্যারোট এন্ড স্টিকঃ একই সাথে আশা দেয়া ও আঘাত হানা। যেমন রাতে আক্রমন করে দিনে ক্ষমা চাওয়া। এ কৌশলে শাসকরা নেগোসিয়েশন এ এডভানটেজ পায়।

২) ডাইভারসনঃ নতুন ইস্যু তৈরী করে আন্দোলনকে অন্যদিকে নিয়া যাওয়া। যেমন ভিসির বাড়িতে হামলা। উদ্দেশ্য মূল লক্ষ্য থেকে বিচ্যুতি ঘটানো।

৩) লিঙ্গারিংঃ আন্দোলন দীর্ঘায়িত করে দুর্বল করে দেয়া বা ভায়োলেন্ট করে জন সমর্থন কমানো।

৪) নেতৃত্বের দ্বন্দ্ব সৃষ্টিঃ নেতৃত্বের মধ্যে আন্দোলন পরিচালার পদ্ধতিতে ভিন্নমত সৃষ্টির মাধ্যমে বিভেদ সৃষ্টি।

এছাড়া সরাসরি আক্রমনের কৌশলতো আছেই।

এ অবস্থায় কোটা সংস্কার আন্দোলনরত নেতৃবৃন্দের কাছে করনীয় হল :

১. আন্দোলন ও আলোচনা একসাথে চলতে হবে।

২. যদি সরকার সময় চায়, তাহলেই কেবলমাত্র আন্দোলনের তীব্রতা কমানো যেতে পারে।

৩. কোনক্রমেই আন্দোলন থামানো যাবে না। কম তীব্রতার কর্মসূচী দিয়ে আন্দোলন সচল রাখতে হবে।

৪. নিজেদের নেতৃত্বের একতা অটুট রাখতে হবে।
