Waipapa Green is a multi-stage residential development by New Zealand Housing Foundation, delivering approximately 100 affordable homes on the ลmokoroa Peninsula near Tauranga. The project is primarily targeted at first-home buyers, supported through a shared equity model that helps households bridge the gap into home ownership.
The development includes a mix of detached homes, duplexes, and terraced typologies, ranging from one to three levels, and is being delivered across four stages. Stage 1 is now complete, with future stages progressing through design, consenting, procurement, and construction planning.
PJM has provided end-to-end project management support across both the civil and subdivision works, and the design, consenting and delivery of the staged housing programme. Our role has included coordinating civil delivery and infrastructure staging, managing interfaces between works packages, supporting tendering and procurement processes, and providing construction administration and delivery oversight through Stage 1.
Developments of this scale require careful management of infrastructure sequencing, approvals and service connections, and the constant balancing act of cost certainty, programme certainty, and buildability across a multi-year delivery horizon. PJMโs value has been in providing structure, coordination, and clear decision-making pathways to keep the overall masterplan moving forwardโwithout losing control of the detail.
The masterplanning responds to the siteโs natural topography and environmental setting, integrating walking and cycling connections, working with the contours of the land, and balancing communal and private spaces while maintaining efficient density. The result is a cohesive neighbourhood with consistent but varied built form, and a strong connection to the surrounding landscape.
